Japan’s perspective on Palestinian Refugees
1. United Nations Relief and Works Agency, Japan donates US$10 million for Palestine refugeeshttp://www.unrwa.org/etemplate.php?id=888 . Japan has donated US$10 million to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). The money will support UNRWA’s provision of education, health and social services to refugees in the occupied Palestinian territory.

Japan has been speaking out recently on the matter of Israeli settlements in Jerusalem and the West Bank Palestinian territory. At almost the same time, a senior official of the Palestinian Authority was in Tokyo seeking support from the Japanese government for a possible change in Palestinians tactics in their struggle for self-determination and statehood.

Settlement construction was in violation of international law and the freeze on transferring tax revenues had exacerbated the Authority’s already precarious financial position, as well as the well‑being of Palestinians, he noted, reiterating Japan’s strong call on Israel to reverse those decisions.

The European Union failed to come to a common position. Some European nations, including France and Belgium, voted in favor, joining China, Russia, Brazil, India and most African and Arab states. Many other European nations abstained, including Romania and Latvia, which had earlier voted no in the executive council. Others abstaining included Britain, Poland, Portugal, Denmark, Italy, Japan, South Korea, Ukraine and Switzerland.
I think that Japan is handling the Palestinian refugee crises by giving them aid and support with the refuges, but won’t agree that they have the right to return home. I think that Japan is trying to stay neutral with Israel and America because of the poor conditions Japan is in from Hiroshima. Although they donated money to Palestinians. To conclude, I think that they want to help them and would like to have them return home but am staying neutral to not get involved with America and Israel.
Japan has stayed neutral in the debate of the Palestinians refugees. Although Japan did donate 10 million dollars to the Palestinian refugees, Japan wants to stay neutral with everyone. Japan is helping refugees but doesn’t want to get into any conflict with the countries that are against the support of Palestinian refugees. They think that staying nutral between the disagreeing countries is the best decision because Japan also supports some of the disagreeing countries and doesn’t want to get into any conflict with the countries it supports.

WHAT CAN THE U.N. DO ABOUT THE PALISTINIAN REFUGEE SITUATION?
The General Assembly,
Fully aware that the Palestinian refugees are a major problem for the surrounding countries of Israel,
Realizing that the Israelis are not willing to sacrifice any of their land for the Palestinian refugees,
Having received information that the surrounding countries are holding refugees in camps and mistreating them,
Noting with regret that (Document Packet, Document 4, the story of Rafat, Palestinian from a refugee camp in Occupied Palestine,)
Noting with deep concern that Palestinian refugees are being beaten and killed by soldiers,
Having studied the (Human right Article #5 states that “No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment,”)
Bearing in mind that the Palestinians are wishing for the right of return,
Having examined (Document #2, The Core Issue, July 11th 2004, that all Palestinians have the right to return to their homeland,)
Guided by (Article 17, from the Universal Declaration of Human Rights, states that,
1. Everyone has the right to own property alone as well as in association with others.
2. No one shall be arbitrarily deprived of his property,)
1. Further invites that Israel distributes the land according to the 1967 plan;
2. Authorizes that the borders will remain the same as the 1967 plan;
3. Proclaims that the Israelis will receive:
(a) Palestinian attacks on the Israelis will stop;
4. Further resolves that the Palestinians will receive:
(a) 25,000,000 American dollars from Japan for food, clothing, medical supplies, housing, education… to rebuild a community in the land that they are granted;
(b) Considers that the Israelis and Palestinian refugees that had not been moved will be relocated to the surrounding countries around Israel;
(c) Urges that Lebanon, Jordan, and Syria should take in the refugees from the refugee camps, make the camps communities, and make the refugees as citizens in their country;
5. Considers that the Palestinians will want to visit religious sites that will be part of Israel;
6. Draws the attention that there will be borders surrounding the Palestinian communities;
7. Proclaims that all religious sites will become National Monuments, and will be under the protection of the U.N. Security Council;
8. Says that the Palestinians and Israelis may go through each state with no problems with soldiers or people to view the religious monuments;
9. Has resolved that all religious sites may be viewed by anyone.
